Request for Quotation: Transport, Processing and Recycling of Drywall and/or Pallets

The Region of Waterloo (Region) previously had programs in place to accept gypsum drywall (drywall) and wooden pallets (pallets) at both the Cambridge and Waterloo transfer stations for recycling and diversion purposes. These programs were suspended in 2014 as part of a budget decision; however Regional Council has approved to reinstate these diversion programs starting in 2018 and moving forward.

The Region requires contract services to transport, process and recycle the source separated drywall, and pallets.  Contractors are invited to provide quotations on either material type, or both.  The drywall bids and the pallets bids may be awarded separately and bidders are cautioned against weighting one material type more than the other, with the hope that the Region will award both material types to the same bidder.  Lowest, or any bid, not necessarily accepted.  The Region may proceed with a program award for only one or for both material types.

For the purposes of quoting on this work, transport is considered to be the pickup and removal of unprocessed drywall and/or pallets to another location for processing and/or recycling.  Processing is considered to be the size reduction of the drywall and/or pallets, and the removal of various contaminants and debris such as wood, stones, etc. by means of crushing, magnetic capture, etc. to an extent sufficient to meet the requirements of the intended downstream facility or market.  Recycling refers to processed material used for usable commodities at downstream facilities or markets (e.g. soil amendment).

The Contractor’s scope of work shall include provision of all costs associated with the necessary trucking, processing and recycling of source separated drywall and/or pallets (material types to be separated from each other) from both the Waterloo Landfill Site (925 Erb Street West, Waterloo) and Cambridge Transfer Station (201 Savage Drive, Cambridge).

The previous drywall program was voluntary, while pallets had been banned from landfill.  Historically, the amounts collected under the voluntary drywall diversion and pallet landfill ban programs were:

in 2010 the drywall program was first piloted in August, reflecting only 5 months of collection.

** this was a landfill ban at that time and included dimensional lumber (dimensional lumber will not be promoted to be included with the pallets in this current voluntary participation program)

*** in 2018 the drywall/pallet programs were reinstated and came into effect midway throughout the year(tonnage totals represent 6 months of material)

 

The Region of Waterloo makes no guarantees of quantities of either drywall or pallets.  Source separation for both programs will be voluntary beginning in 2018 and moving forward. 

The Contractor shall provide all of the equipment required for the work, and be responsible for taking the material off-site.  The Region of Waterloo will be responsible for loading the drywall and/or pallets into the Contractor’s trucks or bins.  Loading of all vendor trucks/bins on our sites is on a first come, first served basis.  Wait times to load will vary and will depend on how many other vendors are already on site waiting or being loaded.  With each load, the Contractor’s trucks must be weighed in empty and weighed out full at our on sites, using our government inspected and certified scales.  Scale hours at our Cambridge site are 7:00 am – 5:00 pm, Monday to Friday (Saturday, upon prior request/approval)  Scale hours at our Waterloo site are 7:00 am – 6:00 pm, Monday to Friday (Saturday, upon prior request/approval).  The Contractor’s truck must arrive in time to accommodate waiting / being loaded in order to scale out prior to scale closing time.  The Contractor’s truck driver will be given a weigh scale ticket.  The Region’s weigh scale ticket tonnages will be the (only) basis for the Contractor to invoice the Region for the service provided.  The Region will not be sorting the material on site prior to loading on the Contractor’s trucks. 

 

Processing must be performed at an off-site location.

 

Processed drywall and/or pallets must be recycled through a verified recycler or material broker; all material must be diverted from landfill.  In this regard, proponents must provide appropriate documentation/proof identifying final beneficial end-use.  Additionally, the Region reserves the right to inspect/audit processing operations to ensure compliance.  Proponents must provide valid WSIB clearance certificate and proof of General Insurance and Liability coverage per the Region of Waterloo’s website, under Bids and Tenders.  The Region’s payment terms are net 30 days from invoice date.

Please provide a price per metric tonne (excluding tax) inclusive of transport, processing and recycling for:

 

Used Gypsum drywall:  $________________________ per 1000 kgs of material picked up at our sites.

TERM OF CONTRACT

The term of the contract is two (2) years beginning June 1, 2020 ending May 31, 2022 with an option to renew for an additional two (2), one (1)year terms.

Pricing must remain firm for the first year of the contract. 

The Contractor, will be granted a rate increase in the subsequent year(s), based on the Consumer Price Index (CPI) - Ontario All Goods Index for the preceding year (January – December), to the nearest $0.05

The contractor shall provide the Region a minimum 90 days’ notice in advance of the start of any term if they do not wish to renew for the next additional one (1) term.

The Region shall provide a minimum 60 days’ notice to the contractor if they choose not to exercise their option to renew for the next additional one (1) term.
